Report of the Committee of Enquiry appointed by His
Excellency the Governor to investigate the adminis- tration and accounts generally of the Registry, with
special reference to an alleged shortage of $31,940
due to the Government on account of sales, to alleged
financial transactions between the Head Bailiff
and the Shroff on the one hand, and the Auctioneering
and Brokering Company, Limited on the other, and to
the position with regard to the S.S. "Ling Nam."
The Committee met at the Registry of the Supreme
Court on the 10th, 12th, 13th, 15th, 17th, 19th
23rd, 24th, 25th, and 26th November, when the
evidence of the following persons was taken:-
Mr. H. A. Nisbet, Registrar.
Mr. C. D. Melbourne, Deputy Registrar.
Mr. A. W. Hill, First Bailiff.
Mr. So Ut Tai, Shroff.
Mr. T. Dallin, Assistant Auditor.
Mr. T. F. O'Sullivan, Second Bailiff.
Mr. Khawass Khan, Indian Clerk and Interpreter.
Mr. Dallin was present at all the meetings and the
Committee desires to express its appreciation of the
services rendered by him during the conduct of the
Enquiry.
The Hon. Mr. C.McI. Messer (Chairman of the
Committee) expressed himself as willing to answer any questions put to him by the Registrar or Deputy
Registrar and was accordingly interrogated by Mr.
Nisbet on the 26th November.
A note of the questions put to witnesses and
their answers thereto accompanies this report.
